Abstract: Authorizes the governing authority of parishes with populations of at least 300,000 but
not more than 400,000 persons to establish a local hiring preference in the granting of
public work contracts.
Present law establishes a local hiring preference for certain state agencies, political subdivisions,
or parish governing authorities in public work contracts.
Proposed law authorizes the governing authority of parishes with populations of at least 300,000
but not more than 400,000 persons, upon a finding that there is substantial need to counteract
grave economic and social ills, to require, as a condition of letting contracts for public works to
be paid for solely with parish funds, that not less than 50% of the persons employed in fulfilling
that contract be residents of the parish granting the contract.
Proposed law excludes from this requirement management personnel and persons whose skills
are unavailable from performing the work.
Effective upon signature of governor or lapse of time for gubernatorial action.
