BY REPRESENTATIVE HODGES
COMMERCIAL REGULATIONS: Requires posting of the National Human Trafficking
Resource Center hotline in outpatient abortion facilities
AN ACT1
To enact R.S. 15:541.1(A)(4) and (C)(3), relative to the posting of the National Human2
Trafficking Resource Center hotline; to require certain abortion facilities to post3
information regarding the hotline; to provide for duties of the Department of Health4
and Hospitals; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 15:541.1(A)(4) and (C)(3) are hereby enacted to read as follows: 7
ยง541.1. Posting of the National Human Trafficking Resource Center hotline;8
content; languages; notice; civil penalty9
A. All of the following establishments shall be required to post information10
regarding the National Human Trafficking Resource Center hotline:11

(4)  Every outpatient abortion facility as defined by R.S. 40:2175.3(5).13

C. The following departments of the state shall provide each establishment15
described in Subsection A of this Section over which that department exercises any16
regulatory control or authority with the notice required by this Section.  The17
departments shall post on their websites a sample of the posting described in18
Subsection B of this Section which shall be accessible for download.  The19
departments are as follows:20

Abstract: Requires outpatient abortion facilities to post information regarding the National
Human Trafficking Resource Center hotline.
Present law requires all of the following establishments to post information regarding the
National Human Trafficking Resource Center hotline (hotline):
(1)Every massage parlor, spa, or hotel that has been found to be a public nuisance for
prostitution.
(2)Every strip club or other sexually oriented business.
(3)Every full-service fuel facility adjacent to an interstate highway or highway rest stop.
Present law requires that the poster read as follows: "If you or someone you know is being
forced to engage in any activity and cannot leave, whether it is commercial sex, housework,
farm work, or any other activity, call the National Human Trafficking Resource Center
hotline at 1-888-373-7888 to access help and services."
Proposed law retains present law and adds outpatient abortion facilities to the list of
establishments required to post information about the hotline.
Proposed law requires the Dept. of Health and Hospitals to provide the outpatient abortion
facility with the notice required by proposed law and requires the department to post a
sample of the notice on its website.
