Abstract: Requires courts to suspend the driver's license of a person charged with littering who
fails to pay the fine by mail in advance of adjudication and fails to appear at his scheduled
court date.
Present law provides that each governing authority on whose behalf citations are issued for
alleged littering violations shall establish a procedure by which alleged offenders may plead
guilty to the offense and pay the fine by mail.  	Present law also provides that if the offender fails
to pay the fine by mail in advance of adjudication and fails to appear in court, the court may
impose an additional fine or penalty in an amount not to exceed the original fine or penalty for
the original violation.
Proposed law adds to present law by authorizing courts to suspend the driver's license of the
alleged offender who fails to pay by mail in advance and fails to appear in court.  The driver's
license shall remain suspended until the fines are paid.
