BY REPRESENTATIVES LORUSSO, BROWN, FRANKLIN, GISCLAIR, HILL,
HODGES, HONORE, HOWARD, TERRY LANDRY, LEBAS, LEOPOLD,
LOPINTO, PYLANT, AND RICHARD
MOTOR VEHICLES:  Provides relative to military honor license plates for service during
the Cold War
AN ACT1
To enact R.S. 47:490.26, relative to military honor license plates; to provide for the2
establishment of a military honor license plate for military service during the Cold3
War; to require the secretary to promulgate rules and regulations relative to the4
creation and implementation of this military honor license plate; to provide for the5
creation, issuance, and design of such plates; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 47:490.26 is hereby enacted to read as follows:8
ยง490.26.  Military honor license plates; "Cold War Veteran"9
A. The secretary of the Department of Public Safety and Corrections shall10
establish a military honor license plate to be known as the "Cold War Veteran" plate.11
B. Upon application of a person showing reasonable proof of honorable12
service in the Armed Forces of the United States for no less than two years of active13
duty during the period September 2, 1945, to December 26, 1991, the secretary of14
the Department of Public Safety and Corrections shall issue a military honor license15
plate to be used in lieu of a regular motor vehicle registration plate. The license plate16
shall be restricted to use on passenger cars, pickup trucks, recreational vehicles,17
motorcycles, and vans. The military honor license plate shall be known as the "Cold18
War Veteran" license plate and shall bear a likeness of the Cold War Victory Medal,19 HLS 14RS-2419	ENGROSSED

centered on the left side of the license plate and the words "COLD WAR1
VETERAN" centered on the bottom of the plate. The colors of the plate shall be red,2
white, and blue. 3
C. The fee for the license plate shall be the standard motor vehicle4
registration license fee provided for in R.S. 47:463.5
D. The secretary shall adopt rules and regulations to implement the6
provisions of this Section, including but not limited to rules governing the transfer7
of license plates from one vehicle to another and the disposition of such license8
plates.9
E.(1)  Any applicant who qualifies for the military honor license plate10
authorized by this Section may be issued a plate for each vehicle registered in the11
applicant's name.12
(2) Except as otherwise provided in this Paragraph, each military honor13
license plate issued pursuant to this Section shall be returned to the secretary upon14
the death of the person to whom the plate was issued.  A surviving spouse of a15
person to whom a license plate was issued pursuant to this Section may retain a16
license plate issued pursuant to this Section, provided the surviving spouse has not17
remarried and provided the surviving spouse applies to the secretary for a transfer18
of the license plate to the surviving spouse. A military honor license plate19
transferred pursuant to this Paragraph to a surviving spouse shall be returned to the20
secretary upon the death or remarriage of the surviving spouse.21
