AN ACT1
To enact R.S. 47:490.26, relative to military honor license plates; to provide for the2
establishment of a military honor license plate for military service during the Cold3
War; to require the secretary to promulgate rules and regulations relative to the4
creation and implementation of this military honor license plate; to provide for the5
creation, issuance, and design of such plates; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 47:490.26 is hereby enacted to read as follows:8
ยง490.26.  Military honor license plates; "Cold War Veteran"9
A. The secretary of the Department of Public Safety and Corrections shall10
establish a military honor license plate to be known as the "Cold War Veteran" plate.11
B. Upon application of a person showing reasonable proof of honorable12
service in the Armed Forces of the United States for no less than two years of active13
duty during the period September 2, 1945, to December 26, 1991, the secretary of14
the Department of Public Safety and Corrections shall issue a military honor license15
plate to be used in lieu of a regular motor vehicle registration plate. The license plate16
shall be restricted to use on passenger cars, pickup trucks, recreational vehicles,17
motorcycles, and vans. The military honor license plate shall be known as the "Cold18
War Veteran" license plate and shall bear a likeness of the Cold War Victory Medal,19
centered on the left side of the license plate and the words "COLD WAR20 ENROLLEDHB NO. 1150

VETERAN" centered on the bottom of the plate. The colors of the plate shall be red,1
white, and blue. 2
C. The charge for the license plate shall be the standard motor vehicle3
license tax imposed by Article VII, Section 5 of the Constitution of Louisiana as4
provided in R.S. 47:463, and a handling fee of three dollars and fifty cents for each5
plate to be retained by the department to offset a portion of administrative costs.6
D. The secretary shall adopt rules and regulations to implement the7
provisions of this Section, including but not limited to rules governing the transfer8
of license plates from one vehicle to another and the disposition of such license9
plates.10
E.(1) Any applicant who qualifies for the military honor license plate11
authorized by this Section may be issued a plate for each vehicle registered in the12
applicant's name.13
(2) Except as otherwise provided in this Paragraph, each military honor14
license plate issued pursuant to this Section shall be returned to the secretary upon15
the death of the person to whom the plate was issued.  The surviving spouse of the16
person issued a military honor license plate pursuant to this Section may retain the17
plate, provided the surviving spouse has not remarried and applies to the secretary18
for a transfer of the plate. A military honor license plate transferred pursuant to this19
Paragraph to a surviving spouse shall be returned to the secretary upon the death or20
remarriage of the surviving spouse.21
