The plate shall be red, white, and blue. Proposed law provides that the fee for such plate shall be the standard motor vehicle registration license fee. Proposed law provides that the secretary shall adopt rules and regulations to implement the plate. Proposed law provides that any applicant who qualifies for the plate may be issued a plate for each vehicle registered in the applicant's name. Each plate shall be returned to the secretary upon the death of the person to whom the plate was issued, but a surviving spouse of a person to whom the plate was issued may retain the plate provided he or she has not remarried and provided he or she applies to the secretary for a transfer of the plate.
