Regular Session, 2014 HOUSE BILL NO. 1193 BY REPRESENTATIVE HUVAL RACING: Provides relative to the authority of the Louisiana State Racing Commission AN ACT1 To amend and reenact R.S. 4:150(B)(2), relative to the Louisiana State Racing Commission;2 to provide for the commission's discretionary authority to issue or a renew a license3 for good cause shown when the applicant or licensee maintains a positive record for4 at least six months post expiration of a prison sentence; and to provide for related5 matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 4:150(B)(2) is hereby amended and reenacted to read as follows: 8 ยง150. Licenses to owners, trainers, jockeys, and riders; qualifications of applicant9 for a license10 * * *11 B. Present law provides that as a condition for licensing under the La. State Racing Commission, an applicant or licensee must not have been convicted of a felony under the laws of the U.S., the state of La., or any other state or country. However, the commission may, at its discretion and for good cause shown, issue or renew a license when the applicant or licensee has maintained a good record and honest character from the date of expiration of a sentence. Proposed law retains present law and adds that the applicant or licensee is to maintain a good record and honest character for at least 6 months from the expiration of a sentence, prior to the exercise of the commission's discretionary authority to issue or renew a license. (Amends R.S. 4:150(B)(2))
