AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the "Hunters for the Hungry Louisiana" special prestige plate; to provide for3
creation, issuance, and design of such license plates; to provide relative to the fee for4
such plates; to authorize the promulgation of rules and regulations relative to the5
creation and implementation of such prestige license plate; and to provide for related6
matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:9
ยง463.165.  Special prestige license plates; "Hunters for the Hungry Louisiana"10
A. The secretary of the Department of Public Safety and Corrections shall11
establish a special prestige motor vehicle license plate to be known as the "Hunters12
for the Hungry Louisiana" plate, provided there is a minimum of one thousand13
applicants for such plate. These license plates shall be restricted to use on passenger14
cars, pickup trucks, recreational vehicles, and vans.15
B. The license plate color and design shall be selected by the board of16
directors of the Hunters for the Hungry Louisiana, a nonprofit corporation qualified17
as tax exempt pursuant to Section 501(c)(3) of the Internal Revenue Code, provided18
it is in compliance with R.S. 47:463(A)(3), and shall bear the words "Hunters for the19
Hungry Louisiana".20
C. The prestige license plate shall be issued, upon application, to any citizen21
of Louisiana in the same manner as any other motor vehicle license plate.22 ENROLLEDHB NO. 146

D. The department shall collect an annual royalty fee of twenty-five dollars,1
which shall be disbursed in accordance with Subsection E of this Section. This fee2
shall be in addition to the standard motor vehicle license tax imposed by Article VII,3
Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and4
fifty cents for each plate to be retained by the department to offset a portion of5
administrative costs.6
E. The annual royalty fee collected by the department shall be forwarded to7
the Wildlife and Fisheries Conservation Fund special account known as the "Hunters8
for the Hungry Account". No more than ten percent of the monies in the account9
shall be used for administrative costs. The balance shall be used solely by Hunters10
for the Hungry Louisiana to pay for the processing and distribution of meats, when11
such meats shall be used by a nonprofit entity or charitable organization in food or12
meal distribution at no cost to an individual pursuant to R.S. 56:644.13
F.  The secretary shall establish rules and regulations as are necessary to14
implement the provisions of this Section.15
