Regular Session, 2014 HOUSE BILL NO. 177 BY REPRESENTATIVE CHAMPAGNE PUBLIC CONTRACTS: Requires reporting certain information on contracts awarded without competitive bid or negotiation AN ACT1 To amend and reenact R.S. 39:1489, relative to professional, personal, consulting, and social2 services procurement; to require the director of contractual review to report certain3 information regarding contracts awarded without the necessity of public bidding or4 competitive negotiation; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 39:1489 is hereby amended and reenacted to read as follows: 7 ยง1489. Reporting requirements; annual report; noncompetitive awards8 A. The director shall prepare such reports as he finds necessary for the9 proper conduct of his duties, to include an annual report of all professional, personal,10 consulting, social services, and other contracts over which the office of contractual11 review has power and authority under the provisions of this Chapter or through12 administrative rules and regulations. The annual report shall be compiled on a fiscal13 year basis and consist, at a minimum, of summary descriptive and statistical data14 regarding the number and amounts of such contracts by type of service. Present law provides that professional services, personal services, consulting services under $50,000, and certain social service contracts may be awarded without competitive bidding or competitive negotiation. Proposed law retains present law and requires the director of contractual review to prepare an annual report of all professional, personal, consulting, and social services contracts awarded without the necessity of competitive bidding or competitive negotiation. The annual report shall be compiled on a fiscal year basis and consist, at a minimum, and by using agency, of the following: (1)The name of the contractor. (2)The type of contract awarded. (3)A descriptive summary of the contract. (4)The amount of the contract. (5)The start and end dates of the contract.
