[R.S. 1:13(B) and 24:177(E)] Champagne HB No. 177 Abstract: Requires the state director of contractual review to prepare an annual report for the Joint Legislative Committee on the Budget of all professional, personal, consulting, and social services contracts awarded without the necessity of competitive bidding or competitive negotiation. Present law provides that professional services, personal services, consulting services under $50,000, and certain social service contracts may be awarded without competitive bidding or competitive negotiation. Proposed law retains present law and requires the director of contractual review to prepare an annual report of all professional, personal, consulting, and social services contracts awarded without the necessity of competitive bidding or competitive negotiation. The annual report shall be compiled on a fiscal year basis and consist, at a minimum, and by using agency, of the following: (1)The name of the contractor. (2)The type of contract awarded. (3)A descriptive summary of the contract. (4)The amount of the contract. (5)The start and end dates of the contract. Proposed law requires that the annual report shall be submitted to the Joint Legislative Committee on the Budget not later than January first of the year following the end of the fiscal year for which the report is prepared.
