Champagne (HB 177) Act No. 33 Existing law provides that professional services, personal services, consulting services under $50,000, and certain social service contracts may be awarded without competitive bidding or competitive negotiation. New law requires the director of contractual review to prepare an annual report of all professional, personal, consulting, and social services contracts awarded without the necessity of competitive bidding or competitive negotiation. The annual report shall be compiled on a fiscal year basis by using agency, and include, at a minimum, the name of the contractor, the type of contract awarded, a descriptive summary of the contract, the amount of the contract, and the start and end dates of the contract. New law requires that the annual report shall be submitted to the Joint Legislative Committee on the Budget not later than Jan. 1 st of the year following the end of the fiscal year for which the report is prepared.
