CONTROLLED SUBSTANCES: Adds certain compounds to the Uniform Controlled
Dangerous Substances Law
AN ACT1
To amend and reenact R.S. 40:964(Schedule IV)(B)(1) and to enact R.S. 40:964(Schedule2
II)(E)(3), (Schedule III)(B)(15), (29.1), and (53.1), (Schedule IV)(B)(1.5) and3
(Schedule IV)(D)(13), relative to the Uniform Controlled Dangerous Substances4
Law; to add certain substances to Schedules II, III, and IV; and to provide for related5
matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 40:964(Schedule IV)(B)(1) is hereby amended and reenacted and8
R.S. 40:964 (Schedule II)(E)(3), (Schedule III)(B)(15),(29.1), and (53.1), (Schedule9
IV)(B)(1.5) and (Schedule IV)(D)(13) are hereby enacted to read as follows: 10

Schedules I, II, III, IV, and V shall, unless and until added to pursuant to R.S.12
40:962, consist of the following drugs or other substances, by whatever official13
name, common or usual name, chemical name, or brand name designated:14

E. Immediate precursors.  Unless specifically excepted or unless listed in18
another schedule, any material, compound, mixture, or preparation which contains19
any quantity of the following substances:20

(3) Immediate precursor to fentanyl:  4-anilino-N-phenethyl-4-piperidine1

B. Depressants.  Unless specifically excepted or unless listed in another6
schedule, any material, compound, mixture, or preparation which contains any7
quantity of the following substances having a depressant effect on the central8
nervous system:9

E. Anabolic steroids and muscle building substances.  Unless specifically13
excepted or unless listed in another schedule, any material, compound, mixture, or14
preparation, containing any quantity of the following substances, including its salts,15
esters, ethers, isomers, and salts of isomers whenever the existence of such salts,16
esters, ethers, isomers, and salts of isomers is possible within the specific chemical17
designation. The term "anabolic steroid" means any drug or hormonal substance,18
chemically and pharmacologically related to testosterone, other than estrogens,19
progestins, corticosteroids, and dehydroepiandrosterone that promote muscle growth20
and include the following:21

substances, including its salts, isomers, and salts of isomers, whenever the existence4
of such salts, isomers, and salts of isomers is possible within the specific chemical5

Abstract: Adds certain substances to Schedules II, III, and IV.
Present law provides for the designation of controlled dangerous substances into Schedules
I, II, III, IV, and V based upon the substances' potential for addiction and abuse.
Proposed law retains present law.
Proposed law adds 4-anilino-N-phenethyl-4-piperidine (ANPP) as an immediate precursor
to fentanyl to Schedule II.
Proposed law adds perampanel, methasterone and prostanozol to Schedule III.
Proposed law adds lorcaserin and alfaxalone to Schedule IV.
