SCHOOLS/EMPLOYEES: Provides relative to compensation for school support personnel
for substitute teaching
AN ACT1
To enact R.S. 17:419.3, relative to school support personnel; to provide with respect to2
compensation for school support personnel who serve as substitute teachers; and to3
provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section  1.  R.S. 17:419.3 is hereby enacted to read as follows:6
ยง419.3. Compensation for school support employees serving as substitute teachers7
A. A school support employee shall be compensated at a rate not less than8
that of a substitute teacher for all work performed as a substitute teacher.9
Compensation for such work shall not be considered an increase in base salary and10
shall not be considered in the calculation of the employee's salary in the following11
school year.  The provisions of this Subsection shall not apply to any day on which12
the school support employee performs work as a substitute teacher for less than a13
single class period.14
B. Each city, parish, and other local public school board shall establish a15
policy which provides a standardized method for school support personnel to report16
work performed as a substitute teacher.17
C. For purposes of this Section, "school support employee" means an18
employee of the school board whose regular employment with the board does not19

Abstract: Provides relative to compensation for school support personnel serving as
substitute teachers.
Present law provides that the governing authority of each local public school, the state
special schools, and the schools and programs administered through the special school
district shall establish salary schedules by which to determine the salaries to be paid to
teachers and other school employees.  Further provides that the salaries shall be considered
as full compensation for all work required and performed within each employee's prescribed
scope of duties and responsibilities.
Proposed law provides that school support personnel shall be compensated at a rate not less
than that of a substitute teacher for all work performed as a substitute teacher.  However,
provides that proposed law shall not apply to any day on which the school support employee
performs work as a substitute teacher for less than a single class period. Provides that each
local public school board shall establish a policy which provides a standardized method for
school support personnel to report work performed as a substitute teacher.  Also provides
that such compensation shall not be considered an increase in base salary.  	Proposed law
applies to school employees whose regular employmen t does not require a teaching
certificate.
