HOUSE BILL NO. 244
BY REPRESENTATIVE BROADWATER
AN ACT1
To amend and reenact R.S. 14:95.2(C)(3) and to enact R.S. 17:3361.1, relative to facilities2
of public postsecondary education insitutions; to provide with respect to leases to3
nonprofit corporations or associations to hold fundraisers that include the auctioning4
or sale of firearms; to provide with respect to conditions of such leases; and to5
provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 14:95.2(C)(3) is hereby amended and reenacted to read as follows:8
§95.2. Carrying a firearm or dangerous weapon by a student or nonstudent on9
school property, at school-sponsored functions, or in a firearm-free zone10

C.  The provisions of this Section shall not apply to:12

(3) Any person having the written permission of the principal or as provided14
in R.S. 17:3361.1.15

Section 2.  R.S. 17:3361.1 is hereby enacted to read as follows:17
§3361.1.  Leases for fundraisers that involve firearms18
A. If property at a public postsecondary education institution is leased to a19
nonprofit corporation or association for the purpose of holding a fundraising event,20
the lease may authorize and provide for the auction and sale of firearms at the event.21
B.  Any such lease shall include at a minimum the following conditions:22
(1) The firearms to be auctioned are exhibited in a static display at the event.23 ENROLLEDHB NO. 244

(2)  Campus security is present at the event.1
(3)  The event shall be held indoors.2
(4) The firearms to be auctioned are equipped with a safety lock or other3
safety feature that renders the firearm nonoperational.4
