[R.S. 1:13(B) and 24:177(E)] Broadwater HB No. 244 Abstract: Provides with respect to leases of property at a public college or university to nonprofit corporations or associations to hold fundraisers that include the auctioning and sale of firearms. Present law provides with respect to the authority of management boards to grant leases of any portion or portions of the grounds or campus of any college or university or of other immovable property under its supervision and management. Proposed law provides that if property at a public postsecondary education institution is leased to a nonprofit corporation or association for the purpose of holding a fundraising event, the lease may authorize and provide for the auction and sale of firearms at the event. Further provides that any such lease shall include at a minimum the following conditions: (1) The firearms to be auctioned are exhibited in a static display. (2)Campus security is present at the event. (3) The event shall be held indoors. Present law provides that carrying a firearm, or dangerous weapon at a school sponsored function, or in a firearm-free zone is unlawful. Present law provides for certain exceptions.
