MTR VEHICLE/LICEN PLATES: Creates the "U.S. Army Ranger" military honor license
plate
AN ACT1
To enact R.S. 47:490.26, relative to military honor license plates; to provide for the2
establishment of a military honor license plate for the United States Army Rangers;3
to require the secretary to promulgate rules and regulations relative to the creation4
and implementation of this military honor license plate; to provide for the creation,5
issuance, and design of such plates; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 47:490.26 is hereby enacted to read as follows:8
ยง490.26. Military honor license plates; "U.S. Army Ranger"9
A. The secretary of the Department of Public Safety and Corrections shall10
establish a military honor license plate to be known as the "U.S. Army Ranger" plate.11
B.  Upon application of a person authorized to wear a Ranger Tab pursuant12
to Army Regulation 600-8-22 Paragraph 8-48, the secretary of the Department of13
Public Safety and Corrections shall issue a military honor license plate to be used in14
lieu of a regular motor vehicle registration plate. The license plate shall be restricted15
to use on passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans.16
The "U.S. Army Ranger" plate shall bear a likeness of the United States Army17 HLS 14RS-906	REENGROSSED

Ranger Tab as set forth in Army Regulation 670-1, Paragraph 29-17, centered on the1
left side of the license plate and the words "U.S. Army Ranger" centered on the2
bottom of the plate under the license plate number. The colors of the plate shall be3
black and gold.4
C. The fee for the license plate shall be the standard motor vehicle5
registration license fee provided for in R.S. 47:463.6
D. The secretary shall adopt rules and regulations to implement the7
provisions of this Section, including but not limited to rules governing the transfer8
of license plates from one vehicle to another and the disposition of such license9
plates.10
E.(1) Any applicant who qualifies for the military honor license plate11
authorized by this Section may be issued a plate for each vehicle registered in the12
applicant's name.13
(2) Except as otherwise provided in this Paragraph, each military honor14
license plate issued pursuant to this Section shall be returned to the secretary upon15
the death of the person to whom the plate was issued. A surviving spouse of a16
person to whom a license plate was issued pursuant to this Section may retain a17
license plate issued pursuant to this Section, provided the surviving spouse has not18
remarried and provided the surviving spouse applies to the secretary for a transfer19
of the license plate to the surviving spouse. A military honor license plate20
transferred pursuant to this Paragraph to a surviving spouse shall be returned to the21
secretary upon the death or remarriage of the surviving spouse.22

plate bear the likeness of the U.S. Army Ranger Tab as set forth in Army Regulation 670-1,
Paragraph 29-17, centered on the left side of the license plate and the words "U.S. Army
Ranger" centered on the bottom of the plate under the plate number. Specifies that the colors
of the plate must be black and gold.
Proposed law provides that the fee is the regular motor vehicle license fee and requires the
secretary adopt rules and regulations to implement the provisions provided in proposed law,
including rules governing the transfer and disposition of such license plates.
Proposed law provides that any applicant who qualifies for a "U.S. Army Ranger" license
plate be issued a plate for each vehicle registered in the applicant's name.  Requires each
military honor license plate issued under the provisions of proposed law be returned to the
secretary upon the death of the person to whom it was issued. Specifies that a surviving
spouse may retain the military license plate, provided the surviving spouse has not remarried
and provided the surviving spouse applies for a transfer.  Requires the transferred license
plate be returned to the secretary upon the death or remarriage of the surviving spouse.

Summary of Amendments Adopted by House
House Floor Amendments to the engrossed bill.
1. Added a provision that specifies that a "U.S. Army Ranger" license plate is
available to an applicant who is authorized to wear a Ranger Tab pursuant to
Army Regulation 600-8-22 Paragraph 8-48.
2. Added a provision that specifies that instead of a logo the special prestige plate
shall bear a likeness of the U.S. Army Ranger Tab as set forth in Army
Regulation 670-1, Paragraph 29-17.
