GOVERNMENT ORGANIZATION: (Constitutional Amendment) Provides relative to
departments of the executive branch of state government
A JOINT RESOLUTION1
Proposing to amend Article IV, Section 1(B) of the Constitution of Louisiana, relative to2
organization of the executive branch of state government; to provide for the3
maximum number of departments in the executive branch of state government; to4
provide for submission of the proposed amendment to the electors; and to provide5
for related matters.6
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members7
elected to each house concurring, that there shall be submitted to the electors of the state of8
Louisiana, for their approval or rejection in the manner provided by law, a proposal to9
amend Article IV, Section 1(B) of the Constitution of Louisiana, to read as follows:10
§1.  Composition; Number of Departments; Reorganization11

(B)  Number of Departments.  Except for the offices of governor and14
lieutenant governor, all offices, agencies, and other instrumentalities of the executive15
branch and their functions, powers, duties, and responsibilities shall be allocated16
according to function within not more than twenty twenty-one departments. The17
powers, functions, and duties allocated by this constitution to any executive office18
or commission shall not be affected or diminished by the allocation provided herein19
except as authorized by Section 20 of this Article.20

Section 2. Be it further resolved that this proposed amendment shall be submitted1
to the electors of the state of Louisiana at the statewide election to be held on November 4,2
2014.3
Section 3. Be it further resolved that on the official ballot to be used at the election,4
there shall be printed a proposition, upon which the electors of the state shall be permitted5
to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as6
follows:7
Do you support an amendment to change the maximum number of8
departments in the executive branch of state government from twenty to9
twenty-one? (Amends Article IV, Section 1(B))10

Abstract: Changes the maximum number of departments in the executive branch of state
government from 20 to 21.
Present constitution provides that the executive branch of state government consists of all
executive offices, agencies, and instrumentalities of the state. Requires that, except for the
offices of governor and lieutenant governor, all offices, agencies, and other instrumentalities
of the executive branch and their functions, powers, duties, and responsibilities shall be
allocated according to function within not more than 20 departments.
Proposed constitutional amendment retains present constitution except changes the
maximum number of executive branch departments from 20 to 21.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Nov. 4, 2014.
