A JOINT RESOLUTION1
Proposing to amend Article IV, Section 1(B) of the Constitution of Louisiana, relative to2
organization of the executive branch of state government; to provide for the3
maximum number of departments in the executive branch of state government; to4
provide for submission of the proposed amendment to the electors; and to provide5
for related matters.6
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members7
elected to each house concurring, that there shall be submitted to the electors of the state of8
Louisiana, for their approval or rejection in the manner provided by law, a proposal to9
amend Article IV, Section 1(B) of the Constitution of Louisiana, to read as follows:10

(B) Number of Departments.  Except for the offices of governor and14
lieutenant governor, all offices, agencies, and other instrumentalities of the executive15
branch and their functions, powers, duties, and responsibilities shall be allocated16
according to function within not more than twenty twenty-one departments.  Except17
that no department may be created that has the powers, duties, and functions to18
perform or administer programs or services which are historically performed or19
administered by any other agency, office, or department of the state. The powers,20

commission shall not be affected or diminished by the allocation provided herein1
except as authorized by Section 20 of this Article.2

Section 2. Be it further resolved that this proposed amendment shall be submitted4
to the electors of the state of Louisiana at the statewide election to be held on November 4,5
2014.6
Section 3.  Be it further resolved that this proposed constitutional amendment shall7
not become effective until funding is provided by the legislature, but no sooner than June8
12, 2015.9
Section 4. Be it further resolved that the department created by this amendment shall10
be able to use  federal funding under the provisions of Title 19.11
Section 5. Be it further resolved that on the official ballot to be used at the election,12
there shall be printed a proposition, upon which the electors of the state shall be permitted13
to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as14
follows:15
Do you support an amendment to change the maximum number of16
departments in the executive branch of state government from twenty to17
twenty-one? (Amends Article IV, Section 1(B))18
