Stokes (HB 398) Act No. 331 New law authorizes the commissioner of administration to enter into a cooperative endeavor agreement or a lease of certain state property in Jefferson Parish to the responsible offerer whose proposal results in a contract awarded by the city of Kenner. Provides for the initial term of an agreement to be 30 years with an option of up to four renewals for a term of 10 years each. Provides that in exchange of the consideration, the value of the property to be paid biannually be not less than 7.5% of the appraised value. New law requires the city of Kenner to follow the applicable procedures for letting a contract by a request for proposals (RFP's) provided in existing law and requires the city to include the office of state purchasing in conducting and reviewing the RFP's. New law requires the East Jefferson Levee District to certify that the project does not negatively impact hurricane and flood protection prior to making an award. Effective upon signature of governor (May 30, 2014).
