HOUSE BILL NO. 497

ELECTION CODE: Provides for the selection of commissioners who serve during early
voting in the same manner as commissioners who serve on election day
AN ACT1
To amend and reenact R.S. 18:1309(J), relative to elections; to provide for the selection of2
commissioners for early voting; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 18:1309(J) is hereby amended and reenacted to read as follows: 5

J. Upon approval of the secretary of state, a registrar of voters may utilize8
commissioners selected and trained by the registrar of voters to assist the registrar9
during the early voting period in the conduct of early voting by his office.  A10
registrar of voters shall, in seeking the approval of the secretary of state, indicate to11
the secretary the number of commissioners that is required for such assistance.  The12
registrar of voters shall select the commissioners for the early voting period in the13
manner prescribed in R.S. 18:434. A commissioner who assists the registrar in the14
conduct of early voting shall take an oath of office as a deputy registrar for the early15
voting period and shall complete an affidavit prepared by the secretary of state that16
contains the name, address, and last four digits of the social security number of the17
early voting commissioner and an acknowledgment that the law prohibits the18

voting list kept by the registrar. The affidavit shall be retained in the office of the1
registrar of voters. A commissioner who assists the registrar in the conduct of early2
voting shall be paid in accordance with R.S. 18:426.1(3) for each day of such3
assistance.4

Abstract: Provides for the selection early voting of commissioners in the same manner as
commissioners who serve on election day.
Present law (R.S. 18:434) provides for the selection of commissioners and alternate
commissioners for each precinct by the parish board of election supervisors. Provides for
selection from a list of qualified commissioners by random drawing.
Present law (R.S. 18:1309(J)) provides that upon approval of the secretary of state, a
registrar of voters may utilize commissioners selected and trained by the registrar of voters
to assist the registrar during the early voting period in the conduct of early voting by his
office.
Proposed law retains present law and additionally provides that the registrar of voters shall
select the commissioners for the early voting period in the manner prescribed in present law
(R.S. 18:434).
