Arnold	HB No. 575
Abstract: Provides with respect to the taxes the Orleans Parish Juvenile Services Financing
District is authorized to levy and the duration of such levy.
Present law provides for the creation of the Orleans Parish Juvenile Services Financing District
to provide funding for juvenile facilities, programs, and services.
Present law authorizes the governing authority of New Orleans to levy and collect a tax up to 10
mills on the dollar on property within the district subject to voter approval. Requires that the
election be called by the governing authority of the city of New Orleans upon written request by
the board of commissioners of the district.
Present law provides that, if approved, the tax shall expire on Dec. 31 after the 2014 mayoral
election for the city of New Orleans. Further authorizes the renewal of the tax if approved by the
voters. Also requires that any election to authorize the renewal of the tax be held only at the
same time as the mayoral primary election for the city of New Orleans. If the tax is renewed, the
term of the imposition of the tax shall be as provided in the proposition authorizing such renewal,
not to exceed eight years.
Proposed law changes provision for the expiration of the initial tax from a specific date to a term
not to exceed eight years; otherwise retains present law.
