EMPLOYMENT/WAGES-MI NIMUM:  (Constitutional Amendment) Provides for a state
minimum wage
A JOINT RESOLUTION1
Proposing to add Article XII, Section 17 of the Constitution of Louisiana, to establish a state2
minimum wage; to provide a minimum amount for the minimum wage; to provide3
that the legislature may enact a higher minimum wage; to provide for submission of4
the proposed amendment to the electors; and to provide for related matters.5
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members6
elected to each house concurring, that there shall be submitted to the electors of the state of7
Louisiana, for their approval or rejection in the manner provided by law, a proposal to add8
Article XII, Section 17 of the Constitution of Louisiana, to read as follows:9
§17.  Establishment of state minimum wage10
Section 17.  The state minimum wage is established and shall be five cents11
per hour higher than the minimum wage set by the federal Fair Labor and Standards12
Act or its successor law. The legislature may enact legislation establishing an13
identical or higher minimum wage. If the legislature enacts legislation which14
establishes a minimum wage which is higher than the minimum wage established by15
this Article, the state minimum wage rate shall be increased to the level of the higher16
amount.17
Section 2. Be it further resolved that this proposed amendment shall be submitted18
to the electors of the state of Louisiana at the statewide election to be held on November 4,19

Section 3. Be it further resolved that on the official ballot to be used at the election,1
there shall be printed a proposition, upon which the electors of the state shall be permitted2
to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as3
follows:4
Do you support an amendment to establish a state minimum wage which is5
five cents higher than the current federal minimum wage? (Effective July 1,6
2015) (Enacts Article XII, Section 17)7

Abstract: Establishes a state minimum wage at five cents per hour higher than the federal
minimum wage.
Proposed constitutional amendment establishes a state minimum wage and provides that it
shall be $0.05 higher per hour than the federal minimum wage.
Proposed constitutional amendment provides that the legislature may enact a minimum
wage law that is higher than the minimum wage, and if so, the higher minimum wage shall
be used.   
Provides for submission of the proposed constitutional amendment to the voters at the
statewide election to be held November 4, 2014.
