Abstract: Establishes a parent's right to direct the upbringing, education, and care of his child as
a fundamental right and limits the role of the state in the family.
Proposed constitutional amendment provides that a parent's right to direct the upbringing,
education, and care of his child is a fundamental right and limits the role of the state to those
instances where there is a serious threat to the parents, the child, or the family.
Provides for submission of the proposed amendment to the voters at the statewide election to be
held November 4, 2014.
