MTR VEHICLE/LICEN PLATES: Creates the "George Rodrigue Foundation" license plate
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the "George Rodrigue Foundation" special prestige plate; to provide for the3
creation, issuance, and design of such license plates; to provide relative to the fee and4
distribution of fees for such plates; to authorize the promulgation of rules and5
regulations relative to the creation and implementation of a special prestige license6
plate; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:9
ยง463.165.  Special prestige license plate; "George Rodrigue Foundation"10
A. The secretary of the Department of Public Safety and Corrections shall11
establish a special prestige motor vehicle license plate to be known as the "George12
Rodrigue Foundation" plate, provided there is a minimum of one thousand applicants13
for such plate.  These license plates shall be restricted to use on passenger cars,14
pickup trucks, recreational vehicles, and vans.15
B. The license plate color and design shall be selected by the George16
Rodrigue Foundation, provided it is in compliance with R.S. 47:463(A)(3). The17
design shall include the words "George Rodrigue Foundation".18
C. The prestige plate shall be issued, upon application to any citizen of19
Louisiana in the same manner as any other motor vehicle license plate.20 HLS 14RS-1209	ENGROSSED

D. The department shall collect an annual royalty fee of thirty dollars, which1
shall be disbursed in accordance with Subsection E of this Section. This fee shall be2
in addition to the standard motor vehicle license tax imposed by Article VII, Section3
5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents4
for each plate to be retained by the department to offset a portion of administrative5
costs.6
E. The annual royalty fee collected by the department shall be forwarded to7
the George Rodrigue Foundation, or its successor organization. The monies received8
from the royalty fees shall be used to plan, develop, and implement a series of unique9
education art programs that are specially designed to enhance and expand art10
curriculums and expose children to education in the arts.11
F. The secretary shall promulgate rules and regulations as are necessary to12
implement the provisions in this Section.13
