MTR VEHICLE/LICEN PLATES: Creates the "Louisiana Master Gardener" special
prestige license plate
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the "Louisiana Master Gardener" special prestige plate; to provide for creation,3
issuance, and design of such license plates; to provide relative to the fee and4
distribution of fees for such plates; to authorize the promulgation of rules and5
regulations relative to the creation and implementation of a special prestige license6
plate; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 47:463.165 is hereby enacted to read as follows:9
ยง463.165.  Special prestige license plate; "Louisiana Master Gardener"10
A. The secretary of the Department of Public Safety and Corrections shall11
establish a special prestige motor vehicle license plate to be known as the "Louisiana12
Master Gardener Program" plate, provided there is a minimum of one thousand13
applicants for such plate. These license plates shall be restricted to use on passenger14
cars, pickup trucks, recreational vehicles, and vans.15
B. The license plate color and design shall be selected by the Louisiana16
Master Gardener Program of the LSU AgCenter, provided it is in compliance with17
R.S. 47:463(A)(3). The design shall include the words, "Louisiana Master18

C. The prestige license plate shall be issued, upon application, to any citizen1
of Louisiana in the same manner as any other motor vehicle license plate.2
D. The department shall collect an annual royalty fee of ten dollars, which3
shall be disbursed in accordance with Subsection E of this Section. This fee shall be4
in addition to the standard motor vehicle license tax imposed by Article VII, Section5
5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents6
for each plate to be retained by the department to offset a portion of administrative7
costs.8
E. The annual royalty fee collected by the department shall be forwarded to9
the Louisiana Master Gardener Program of the LSU AgCenter, or its successor10
organization.  The monies received from the royalty fees shall be used to develop11
and enhance community programs related to horticulture, including but not limited12
to, environmental improvement activities, community and school garden programs,13
and public horticultural events.14
F. The secretary shall promulgate rules and regulations as are necessary to15
implement the provisions in this Section.16
