Regular Session, 2014 HOUSE BILL NO. 845 BY REPRESENTATIVE REYNOLDS CURRICULA: Requires the state Dept. of Education to develop curriculum guides for all public schools AN ACT1 To amend and reenact R.S. 17:24.4(E), relative to education standards and curriculum; to2 require the state Department of Education to develop curriculum guides for use by3 all local public schools; to require that such guides contain certain minimum4 components; to provide an effective date; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 17:24.4(E) is hereby amended and reenacted to read as follows: 7 ยง24.4. Louisiana Competency-Based Education Program; statewide standards for8 required subjects; Louisiana Educational Assessment Program; parish or city9 school board comprehensive pupil progression plans; waivers10 * * *11 E.(1) The state Department of Education shall, with the approval of the State12 Board of Elementary and Secondary Education, as part of the Louisiana13 Competency-Based Education Program, shall develop and establish statewide14 content standards for required subjects to be taught in the public elementary and15 secondary schools of this state. (2) The state Department of Education, with the approval of the State Board1 of Elementary and Secondary Education, shall develop statewide curriculum guides2 for required subjects for use by each city, parish, and other local public school3 beginning with the 2014-2015 school year. Such curriculum guides shall contain,4 at a minimum, grade appropriate skills and competencies, suggested activities,5 suggested materials of instruction, unit plans, and scope and sequences.6 * * *7 Section 2. This Act shall become effective on July 1, 2014; if vetoed by the governor8 and subsequently approved by the legislature, this Act shall become effective on July 1,9 2014, or on the day following such approval by the legislature, whichever is later.10 DIGEST The digest printed below was prepared by House Legislative Services. Requires the state Dept. of Education to develop, with the approval of the State Board of Elementary and Secondary Education (BESE), statewide content standards for required subjects for public elementary and secondary schools. Requires implementation of the standards by the department , with recommendations prior to approval and advice from the educational personnel in the public schools and colleges and universities of this state. Proposed law retains present law and additionally requires the department, with BESE approval, to develop statewide curriculum guides for required subjects for use by all local public schools beginning with the 2014-2015 school year. Requires that the curriculum guides contain, at a minimum, grade appropriate skills and competencies, suggested activities, suggested materials of instruction, unit plans, and scope and sequences.
