[R.S. 1:13(B) and 24:177(E)] Barrow HB No. 866 Abstract: Requires that additional information be included in the annual report of a local housing authority, including the costs of repairs to authority property. Present law creates a housing authority in each parish and municipality in the state, but provides that a housing authority is not established in any parish or municipality until the respective governing authority adopts a resolution declaring the need for the authority to function because there is a shortage of decent, safe, and sanitary housing. Provides that housing authorities are governed by a board of five commissioners appointed by the governing authority that created the commission. Provides for exceptions. Proposed law retains present law. Present law requires housing authorities, within a reasonable time after the end of each fiscal year, to prepare a report generally describing the authority's activities for the year then ended. Requires that the report contain financial statements fairly depicting the financial condition of the authority, its assets and liabilities, and the results of its operations for the year then ended. Requires that the report be approved by the authority's board of commissioners and signed by its chairperson. Proposed law retains present law and additionally requires that the report contain an itemized list of all repairs that were completed on any authority owned property, the number of tenants residing in any repaired property, and the number of tenants who were required to financially contribute to any repairs. Requires that the report also contain the costs of the repairs and the amount of money required to be contributed by the tenants. (Amends R.S. 40:512(A))
