BY REPRESENTATIVE GAINES
PORTS/SOUTH LOUISIANA: Increases the membership of the Port of South Louisiana
Commission
AN ACT1
To amend and reenact R.S. 34:2471(A)(introductory paragraph), (3), (4), and (5), relative2
to the Port of South Louisiana Commission; to increase the membership on the3
commission; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 34:2471(A)(introductory paragraph), (3), (4), and (5) are hereby6
amended and reenacted to read as follows: 7
ยง2471.  Creation; membership8
A. There is hereby created the Port of South Louisiana, as a political9
subdivision of the state, with jurisdictional authority encompassing the geographical10
boundaries of the parishes of St. Charles, St. John the Baptist, and St. James.  The11
Port of South Louisiana shall be governed by a board 	of seven members who shall12
be appointed as follows:13

(3)  Two Three members shall be appointed by the governor from a list of15
one nominee from each parish located within the territorial jurisdiction of the port16
who is a resident of such parish, or who may, instead of residency, be the chief17
executive officer of a business which is principally operated within each parish18
submitted to him by each of the following organizations:19

(b)  Louisiana AFL-CIO.1
(c)  Southern University River Parishes Alumni Association.2
(d)  River Region Chamber of Commerce.3
(4) One member Three members shall be appointed by the governor from a4
list of one nominee each from each parish located within the territorial jurisdiction5
of the port who is a resident of such parish, or who may, instead of residency, be the6
chief executive officer of a business which is principally operated within each parish7
submitted to him by each of the following organizations:8
(a)  River Parishes Chemical Industry Council.9
(b)  Grain Elevator and Processing Society.10
(c)  Greater New Orleans Barge Fleeting Association.11
(d)  New Orleans and Baton Rouge Port Pilots Association.12
(5)  One member-at-large Two members-at-large who shall reside and be13
domiciled within the geographical boundaries of the port shall be appointed by the14
governor. The person appointed shall be selected on the basis of his demonstrated15
experience in civic leadership and his ability and experience to act effectively for the16
best interest of the port and the state of Louisiana.17

members.

a resident of such parish, or who may, instead of residency, be the chief executive officer of
a business which is principally operated within each parish submitted to him by the River
Parishes Chemical Industry Council, the Grain Elevator and Processing Society, the Greater
New Orleans Barge Fleeting Association, and the New Orleans and Baton Rouge Port Pilots
Association.
Proposed law increases the number of appointments from 1 to 3 members.
Present law provides that one member-at-large shall reside and be domiciled within the
geographical boundaries of the port shall be appointed by the governor.
Proposed law increases the number of appointments from 1 to 2 members-at-large.
