MTR VEHICLE/LICEN PLATES: Creates the Juvenile Diabetes Research Foundation
special prestige license plate
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the Juvenile Diabetes Research Foundation special prestige plate; to provide for3
the creation, issuance, and design of such license plates; to provide relative to the fee4
and distribution of fees for such plates; to authorize the promulgation of rules and5
regulations relative to the creation and implementation of a special prestige license6
plate; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:9
ยง463.165.  Special prestige license plate; Juvenile Diabetes Research Foundation10
A. The secretary of the Department of Public Safety and Corrections shall11
establish a special prestige motor vehicle license plate to be known as the Juvenile12
Diabetes Research Foundation, or "JDRF" plate, provided there is a minimum of one13
thousand applicants for such plate. These license plates shall be restricted to use on14
passenger cars, pickup trucks, recreational vehicles, and vans.15
B. The license plate color and design shall be selected by the Louisiana16
Chapter of the Juvenile Diabetes Research Foundation, provided it is in compliance17
with R.S. 47:463(A)(3).  The design shall include the letters "JDRF".18
C. The prestige plate shall be issued, upon application, to any citizen of19
Louisiana in the same manner as any other motor vehicle license plate.20
D. The department shall collect an annual royalty fee of thirty dollars, which21
shall be disbursed in accordance with Subsection E of this Section. This fee shall be22 HLS 14RS-1225	ENGROSSED

in addition to the standard motor vehicle license tax imposed by Article VII, Section1
5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents2
for each plate to be retained by the department to offset a portion of administrative3
costs.4
E. The annual royalty fee collected by the department shall be forwarded to5
the Louisiana Chapter of the Juvenile Diabetes Research Foundation, or its successor6
organization. The monies received from the royalty fees shall be used to improve7
the lives of all people affected by Type 1 Diabetes by accelerating progress on the8
most promising opportunities for curing, better treating, and preventing Type 19
Diabetes.10
F. The secretary shall promulgate rules and regulations as are necessary to11
implement the provisions in this Section.12

Proposed law provides the license plate shall be issued, upon application, to any citizen of

Proposed law provides for the collection of a $30 royalty fee, as well as a handling fee of
$3.50 for each plate to be retained by the Dept. of Public Safety and Corrections to offset a
portion of administrative costs.
