CONTRACTORS: Permits a licensed municipal and public works contractor to work on
certain utility lines
AN ACT1
To enact R.S. 37:1367(I), relative to plumbing; to provide relative to licensing requirements2
for utility line work; to provide for applicability; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 37:1367(I) is hereby enacted to read as follows: 5
ยง1367. License required, journeyman and master plumber; medical gas piping6
installer; medical gas and vacuum systems verifier; water supply protection7
specialist endorsement; local examination preempted8

I. (1) Notwithstanding the provisions of this Section, any person or firm who10
is not licensed by the State Plumbing Board, but who is properly licensed for11
municipal and public works utility construction pursuant to the requirements of the12
State Licensing Board for Contractors, may perform main-line utility construction13
on private property or undedicated rights-of-way or servitudes, limited to the14
following:15
(a) Gravity sanitary sewer collection lines six inches and larger, including16
manholes, main lines, wyes, and tees.17
(b)  Sewer force mains four inches and larger.18
(c) Water mains four inches and larger, including fire hydrants, valves, and19

(2) The provisions of this Subsection shall not pertain to gas mains within1
the boundary lines of any private property, nor shall they pertain to any service lines.2

Abstract: Permits any person or firm who is not licensed by the State Plumbing Board, but
who is properly licensed for municipal and public works utility construction pursuant
to the requirements of the State Licensing Board for Contractors, to perform limited
main-line utility construction on private property or undedicated rights-of-way or
servitudes, but no work on any service lines or gas mains within that same area.
Proposed law permits any person or firm who is not licensed by the State Plumbing Board,
but who is properly licensed for municipal and public works utility construction pursuant to
the requirements of the State Licensing Board for Contractors, may perform main-line utility
construction on private property or undedicated rights-of-way or servitudes, limited to the
following:
(1)Gravity sanitary sewer collection lines six inches and larger, including manholes,
main lines, wyes, and tees.
(2)Sewer force mains four inches and larger.
(3)Water mains four inches and larger, including fire hydrants, valves, and fittings.
Proposed law shall not permit any person not properly licensed by the State Plumbing Board
to perform any work on any gas main or service lines within the boundary lines of any
private property or undedicated right-of-way or servitude.
