MTR VEHICLE/LICEN PLATES: Creates the "Lung Cancer Alliance" special prestige
license plate
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the "Lung Cancer Alliance" for lung cancer awareness special prestige plate; to3
provide for the creation, issuance, and design of such license plates; to provide4
relative to the fee and distribution of fees for such plates; to authorize the5
promulgation of rules and regulations relative to the creation and implementation of6
a special prestige license plate; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 47:463.165 is hereby enacted to read as follows:9
ยง463.165. Special prestige license plate; "Lung Cancer Alliance"10
A. The secretary of the Department of Public Safety and Corrections shall11
establish a special prestige motor vehicle license plate to be known as the "Lung12
Cancer Alliance" plate, provided there is a minimum of one thousand applicants for13
such plate. These license plates shall be restricted to use on passenger cars, pickup14
trucks, recreational vehicles, and vans.15
B. The license plate color and design shall be selected by Lung Cancer16
Alliance, provided it is in compliance with R.S. 47:463(A)(3). The design shall17
include the Lung Cancer Alliance logo and the words "Shine a Light on Lung18

C. The prestige plate shall be issued, upon application, to any citizen of1
Louisiana in the same manner as any other motor vehicle license plate.2
D. The department shall collect an annual royalty fee of fifty dollars, which3
shall be disbursed in accordance with Subsection E of this Section. This fee shall be4
in addition to the standard motor vehicle license tax imposed by Article VII, Section5
5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents6
for each plate to be retained by the department to offset a portion of administrative7
costs.8
E. The annual royalty fee collected by the department shall be forwarded to9
the Lung Cancer Alliance, or its successor organization. The monies received from10
the royalty fees shall be used solely for the support of programs established and11
administered by the Lung Cancer Alliance in Louisiana.12
F. The secretary shall promulgate rules and regulations as are necessary to13
implement the provisions of this Section.14

offset a portion of administrative costs.

Cancer Alliance, or its successor organization, be used solely for the support of programs
established and administered by the Lung Cancer Alliance in Louisiana.
Proposed law authorizes the secretary to promulgate rules sand regulations to implement
proposed law.
