Regular Session, 2014 HOUSE BILL NO. 950 BY REPRESENTATIVE ALFRED WILLIAMS AN ACT1 To amend and reenact R.S. 33:9097.20(B) and (F)(1) and (2) and to repeal R.S.2 33:9097.20(F)(3), relative to the Goodwood Homesites Crime Prevention and3 Neighborhood Improvement District; to provide relative to the boundaries of the4 district; to provide a reduced parcel fee for certain parcels; to provide for the5 maximum parcel fee the district may levy and collect; and to provide for related6 matters.7 Notice of intention to introduce this Act has been published8 as provided by Article III, Section 13 of the Constitution of9 Louisiana.10 Be it enacted by the Legislature of Louisiana:11 Section 1. R.S. 33:9097.20(B) and (F)(1) and (2) are hereby amended and reenacted12 to read as follows:13 ยง9097.20 Goodwood Homesites Crime Prevention and Neighborhood Improvement14 District15 * * *16 B. Boundaries. The district shall include all property located within the17 Goodwood Homesites Subdivision as established in the official subdivision plat filed18 with the clerk of court of East Baton Rouge Parish. The district shall include all19 residential and commercial parcels located on the following streets within the20 designated range of addresses: 7700-8800 Airline Highway, 8504-8836 Airway21 Drive, 8076-8284 Albert Drive, 343-588 Fernwood Drive, 9065-8299 Franwood22 Drive, 8134-8263 Gladewood, 8257-8461 Greenmoss Drive, 8044-8545 Harry23 Drive, 966-8342 Landwood Drive, 1625-2300 N. Airway Drive, 943-116324 Orangewood Drive, 674-988 Princewood Court, 8021-8266 Queenswood Court,25 8122-8281 Royalwood Drive, 7878-8056 S. The district shall1 encompass the area known as Goodwood Homesites, Section 3, Lots 101 through2 433; Goodwood Homesites, Lot 11-A of square 11 and Lot 1 of square 12;3 Goodwood Homesites, Lot M-2, N-1-A, and N-2; and Lots A through H-2-A of the4 Joe Roppolo Tract.5 * * *6 F. Parcel Fee. The governing authority of the city of Baton Rouge, parish7 of East Baton Rouge is hereby authorized to impose and collect a parcel fee within8 the district subject to and in accordance with the provisions of this Subsection.9 (1) The amount of the fee shall be as requested by duly adopted resolution10 of the board. The fee shall be a flat fee per parcel of land not to exceed one hundred11 fifty dollars per year for residential parcels and four hundred fifty dollars per year12 for commercial parcels; however, the fee shall not exceed seventy dollars per year13 if any of the owners of the parcel is a person seventy years of age or older. two14 hundred dollars per year for residential parcels, five hundred dollars per year for15 commercial parcels, and ninety dollars per year for parcels the owner of which16 qualifies for and receives a special assessment level of ad valorem taxes as provided17 in Article VII, Section 18(G)(1) of the Constitution of Louisiana.18 (2) The fee shall be imposed on each improved parcel located within the19 district. For the purposes of this Section, improved parcel is defined as a lot upon20 which a residence, commercial building, or other structure is situated.21 * * *22 Section 2.
