STUDENT/STANDARDS:  Provides relative to statewide content standards for required
subjects
AN ACT1
To amend and reenact R.S. 17:24.4(A)(4) and (E), relative to statewide content standards for2
required subjects; to provide relative to the definition and establishment of such3
standards; to prohibit such standards from requiring the use of certain curricula,4
textbooks, or other instructional materials and from requiring the collection or5
reporting of student data; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 17:24.4(A)(4) and (E) are hereby amended and reenacted to read as8
follows: 9
ยง24.4. Louisiana Competency-Based Education Program; statewide standards for10
required subjects; Louisiana Educational Assessment Program; parish or city11
school board comprehensive pupil progression plans; waivers12
A. As used in this Section, the following words, terms, and phrases shall13
have the meaning ascribed to them in this Subsection, except when the context14
clearly indicates a different meaning:15

(4) "The statewide content standards for required subjects" are statements17
that define what a student Louisiana public elementary and secondary students18
should know or be able to accomplish at the end of a specific time period or grade19

knowledge and skills needed for students to successfully transition to postsecondary1
education and the workplace, as determined by content experts, elementary and2
secondary educators and school leaders, postsecondary education leaders, and3
business and industry leaders.4

E.  The state Department of Education shall, with the approval of the State6
Board of Elementary and Secondary Education , and as part of the Louisiana7
Competency-Based Education Program, develop and establish statewide content8
standards for required subjects to be taught in the public elementary and secondary9
schools of this state. The statewide content standards for required subjects shall be10
implemented by the state Department of Education as approved by the State Board11
of Elementary and Secondary Education, with recommendations prior to approval12
and advice from the educational personnel in the public schools and colleges and13
universities of this state. Content standards shall be established in accordance with14
Louisiana educational priorities as determined by the state board. Content standards15
shall not require the use of federally or state-endorsed curricula, textbooks, or other16
instructional materials and shall not require the collection or reporting of any student17
data.18

of federally or state-endorsed curricula, textbooks, or other instructional materials
and from requiring the collection or reporting of student data.
Present law provides for the La. Competency-Based Education Program, including the
development and implementation of statewide content standards for required subjects and
the La. Educational Assessment Program (LEAP) by the state Dept. of Education with
approval of the State Board of Elementary and Secondary Education (BESE). Proposed law
additionally requires that such standards be established in accordance with La. educational
priorities as determined by BESE and prohibits such standards from requiring the use of HLS 14RS-1270	ORIGINAL

federally or state-endorsed curricula, textbooks, or other instructional materials and from
requiring the collection or reporting of any student data.
Present law defines "statewide content standards for required subjects" as statements that
define what a student should know or be able to accomplish at the end of a specific time
period or grade level or at the completion of a course. Proposed law revises this definition
to provide for what "La. public elementary and secondary students" rather than for what "a
student" should know or be able to accomplish and otherwise retains present law.
