MTR VEHICLE/LICEN PLATES: Creates a domestic violence awareness special prestige
license plate
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the Louisiana Coalition Against Domestic Violence special prestige plate for3
domestic violence awareness; to provide for the creation, issuance, and design of4
such license plates; to provide relative to the fee and distribution of fees for such5
plates; to authorize the promulgation of rules and regulations relative to the creation6
and implementation of a special prestige license plate; and to provide for related7
matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:10
ยง463.165. Special prestige license plate; Louisiana Coalition Against Domestic11
Violence12
A. The secretary of the Department of Public Safety and Corrections shall13
establish a special prestige motor vehicle license plate to be known as the Louisiana14
Coalition Against Domestic Violence plate, provided there is a minimum of one15
thousand applicants for such plate. These license plates shall be restricted to use on16
passenger cars, pickup trucks, recreational vehicles, and vans.17
B. The license plate color and design shall be selected by the Louisiana18
Coalition Against Domestic Violence, provided it is in compliance with R.S.19
47:463(A)(3).  The design shall include the letters "LCADV". 20 HLS 14RS-1265	ENGROSSED

C. The prestige plate shall be issued, upon application to any citizen of1
Louisiana in the same manner as any other motor vehicle license plate.2
D. The department shall collect an annual royalty fee of thirty dollars, which3
shall be disbursed in accordance with Subsection E of this Section. This fee shall be4
in addition to the standard motor vehicle license tax imposed by Article VII, Section5
5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents6
for each plate to be retained by the department to offset a portion of administrative7
costs.8
E. The annual royalty feel collected by the department shall be forwarded to9
the Louisiana Coalition Against Domestic Violence, or its successor organization.10
The monies received from the royalty fees shall be used to eliminate domestic11
violence through public education, systems change, social change, and public policy.12
F. The secretary shall promulgate rules and regulations as are necessary to13
implement the provisions of this Section.14

Proposed law provides for the collection of a $30 royalty fee, as well as a handling fee of
$3.50 for each plate to be retained by the Dept. of Public Safety and Corrections to offset a
portion of administrative costs.
Proposed law provides that monies collected by the department and forwarded to the
Louisiana Coalition Against Domestic Violence, or its successor organization, are to be used
to eliminate domestic violence through public education, systems change, social change, and
