MTR VEHICLE/DRIVER LIC:  Provides for international driver's licenses
AN ACT1
To enact R.S. 32:410.1, relative to international driver's licenses; to provide for the use and2
validity of international driver's licenses;  to provide for cease and desist orders; to3
provide for the promulgation of rules and regulations; and to provide for related4
matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 32:410.1 is hereby enacted to read as follows:7
ยง410.1.  International driver's license8
A. Only an international driver's license issued in the foreign individual's9
country of origin and issued in accordance with the applicable treaty shall be a valid10
noncommercial driver's license in this state.  An international driver's license shall11
not be used to operate a commercial motor vehicle.12
B. It shall be unlawful for any person to issue an international driver's license13
in this state for use in this state or any other state or territory of the United States.14
C. The Department of Public Safety and Corrections, office of motor15
vehicles, may issue a cease and desist order to any person or business issuing an16
international driver's license in violation of this Section. Any such cease and desist17
order may be served by regular mail with a proof of mailing issued by the United18
States Post Office, or hand delivered by a representative of the department.  If the19
cease and desist order is served by mail with proof of mailing, it shall be deemed20 HLS 14RS-1469	ORIGINAL

delivered on the seventh calendar day after the date affixed on the certificate or proof1
of mailing. The presumption of delivery in this Subsection shall not apply if the2
cease and desist order is returned as undeliverable.3
D. If the person or business subject to the cease and desist order cannot be4
served or does not comply with the cease and desist order, the department may file5
a petition for injunctive relief as provided in the Code of Civil Procedure for6
injunctions in the district court. There shall be no suspensive appeal or stay of an7
order or judgment of the district court granting the department a preliminary or8
permanent injunction.9
E. The department may promulgate rules and regulations necessary to10
implement and enforce the provisions of this Section.11

Proposed law prohibits operating a commercial motor vehicle with an international driver's
license.
Proposed law prohibits any person from issuing an international driver's license in this state
for use in this state or any other state or territory of the United States.
Proposed law authorizes the office of motor vehicles to issue a cease and desist order to any
person or business issuing an international driver's license in violation of proposed law and
provides for procedures for issuing and enforcing such cease and desist orders.
Proposed law authorizes the department to promulgate rules and regulations necessary to
implement and enforce proposed law.
