HOUSE CONCURRENT RESOLUTI ON NO. 10

COASTAL RESOURCES:  Approves the 2014-2015 annual plan for integrated coastal
protection and restoration
A CONCURRENT RESOLUTI ON1
To approve the annual integrated coastal protection plan for Fiscal Year 2014-2015 as2
adopted by the Coastal Protection and Restoration Authority.3
WHEREAS, R.S. 49:214.5.1 et seq. creates the Coastal Protection and Restoration4
Authority Board to represent the state's position in policy relative to the protection,5
conservation, enhancement, and restoration of the coastal area of the state through oversight6
of integrated coastal protection projects and programs; and7
WHEREAS, R.S. 49:214.5.1 et seq. provides that the board shall develop, coordinate,8
make reports on, and provide oversight for the comprehensive coastal protection annual9
plan; and10
WHEREAS, R.S. 49:214.5.1 et seq. provides for the creation, duties, and11
responsibilities of the Coastal Protection and Restoration Authority as the implementation12
and enforcement arm of the board and through its offices and officers shall be responsible13
for the implementation and enforcement of the annual state integrated coastal protection14
plan; and15
WHEREAS, the annual state integrated coastal protection plan represents the state16
policy for protecting, conserving, and restoring Louisiana's coastal area through the17
construction and management of integrated coastal protection projects and programs,18
including coastal protection and restoration projects and hurricane protection projects, which19
are projects that may require, without limitation, funding for associated measures such as the20
beneficial use of dredged material, rehabilitation and repair of state restoration projects,21 HLS 14RS-377	ENGROSSED

environmental and regulatory compliance, acquisition of land easements, right-of-ways,1
relocations and disposal areas (LERRDS), maintenance programs, conservation and2
restoration partnerships, reserve fund contingencies, and other innovative programs,3
provided that such funding for associated measures shall be allocated to the projects based4
on priority status as identified by the annual state integrated coastal protection plan in order5
to more effectively respond to the ever-changing coastal crisis; and6
WHEREAS, as required under the provisions of R.S. 49:214.5.3, the annual state7
integrated coastal protection plan adopted by the authority must be submitted to the Senate8
Committee on Natural Resources and the House Committee on Natural Resources and9
Environment and the Senate Committee on Transportation, Highways and Public Works and10
the House Committee on Transportation, Highways and Public Works, on or before the11
fifteenth day of the regular legislative session of each year; and12
WHEREAS, these committees must provide guidance for and approval of the annual13
state integrated coastal protection plan; and14
WHEREAS, the annual state integrated coastal protection plan shall become15
effective and shall be implemented upon approval of the annual plan by a majority of both16
houses of the legislature, or if a majority of both houses of the legislature fails to disapprove17
the annual state integrated coastal protection plan by July 1, 2014, it shall become18
immediately effective and implemented.19
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby20
approve the Fiscal Year 2014-2015 annual plan for integrated coastal protection, as adopted21
by the Coastal Protection and Restoration Authority.22
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the23
chairman of the Coastal Protection and Restoration Authority.24
