GERMAIN, BERTHELOT, FOIL, PRICE, AND SCHEXNAYDER HIGHWAYS: Studies the feasibility of the West Bank Connector A CONCURRENT RESOLUTI ON1 To urge and request the Department of Transportation and Development to begin a study of2 the feasibility and assess the advisability of the construction of the West Bank3 Connector to provide a solution to traffic problems and economic development4 shortfalls along the West Bank of the Mississippi River.5 WHEREAS, improvements to LA 1 and LA 3127 have been on the drawing board6 for years but have lacked a major push that has propelled the projects to advance; and7 WHEREAS, the flooding of I-10 and Airline Highway on the east side of the8 Mississippi River during Hurricane Isaac demonstrated there is a need for an alternate9 western route, and the West Bank Connector provides a key evacuation route in Southeast10 Louisiana; and11 WHEREAS, the addition of a bridge over the Mississippi River in Iberville Parish12 not only opens up industrial development and facilitates the movement of industrial workers,13 but also opens up key areas of South Baton Rouge, Ascension Parish, and Iberville Parish;14 and15 WHEREAS, increased accessibility will provide significant traffic relief for those16 residents commuting to the West Bank for work or traveling towards Lafayette and will help17 relieve traffic traveling through LSU on Nicholson Drive to cross the New I-10 Bridge; and18 WHEREAS, the West Bank Connector provides a compelling alternative to long-19 term attempts to develop a bypass around Baton Rouge.20 HLS 14RS-2887 ENGROSSED HCR NO. 100 Page 2 of 2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby1 urge and request the Department of Transportation and Development, in consultation with2 local governing authorities, to begin a study of the feasibility and development of the West3 Bank Connector.4 BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the5 secretary of the Department of Transportation and Development.6 DIGEST The digest printed below was prepared by House Legislative Services.
