HOUSE CONCURRENT RESOLUTI ON NO. 125
BY REPRESENTATIVE KLECKLEY
SPECIAL DAY/WEEK/MONTH:  Recognizes May 7, 2014, as NASA day at the state
capitol and commends NASA
A CONCURRENT RESOLUTI ON1
To recognize May 7, 2014, as National Aeronautics Space Administration (NASA) Day and2
to commend NASA for its scientific and technological contributions to the state of3
Louisiana and the United States of America.4
WHEREAS, NASA and the state of Louisiana share a commitment to promoting the5
growth of a well-trained aerospace workforce and to sustaining world-class manufacturing6
capabilities, such as those at Michoud Assembly Facility in New Orleans, where work is7
underway on NASA's Space Launch System, including the heavy-lift vehicle that will usher8
in a new era of exploration and discovery beyond earth's orbit, in addition to work on the9
Orion Multi-Purpose Crew Vehicle; and10
WHEREAS, NASA and the state of Louisiana, in 2012, signed a five-year extension11
on a $62 million agreement to continue supporting the National Center for Advanced12
Manufacturing which is located at Michoud and which provides research and advanced13
manufacturing technology for use in aerospace and commercial markets; and14
WHEREAS, NASA's Small Business Innovation Research/Small Business15
Technology Transfer (SBIR/STTR) program stimulates technological innovation by16
encouraging small, high-tech companies, particularly minority and disadvantaged17
businesses, to partner with NASA to help meet its research and development needs in key18
technological areas and has invested $600,000 in five Louisiana companies to date; and19
WHEREAS, NASA spinoffs have benefitted Louisiana by facilitating the20
decontamination of polluted soil and groundwater, providing forecasting models for storm21 HLS 14RS-4219	ORIGINAL

surge, weather, and fishing hotspots, enabling the remote, high-speed transfer of digital data,1
and lowering costs and reducing manufacturing time for the prosthetics industry; and2
WHEREAS, NASA created the Gulf of Mexico Initiative (GOMI) to enhance the3
region's ability to recover from the devastating hurricanes of 2005 and to plan for a4
sustainable and prosperous future through the use of NASA Earth Science observations and5
research; since 2008, NASA has invested $19 million through Research Opportunities in6
Space and Earth Sciences (ROSES) to assist Louisiana's citizens throughout the region to7
better understand the environment and make informed decisions; and8
WHEREAS, the citizens of the state of Louisiana are exceedingly proud of their9
state's critical role in the American space program and of the tremendous advances in space10
exploration and scientific progress its cooperation with NASA has produced.11
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12
recognize May 7, 2014, as NASA Day and commends NASA and the Michoud Assembly13
Facility for their remarkable scientific and technological contributions to the state of14
Louisiana and the United States of America.15
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted16
to the administrator of NASA.17
