GERMAIN MTR VEHICLE/OFFICE: Urges and requests the Department of Public Safety and Corrections to establish an express lane at office of motor vehicles offices and to require public license tag agents post signage A CONCURRENT RESOLUTI ON1 To urge and request the Department of Public Safety and Corrections to establish an express2 lane for people who are mobility impaired and senior citizens at office of motor3 vehicles offices in parishes with a population in excess of eighty thousand persons4 and to require public license tag agents to post signage notifying mobility impaired5 persons and senior citizens that they are entitled to priority service.6 WHEREAS, office of motor vehicles offices throughout the state often have lengthy7 lines that can extend outside the building creating long waiting periods that can span hours;8 and9 WHEREAS, those who are mobility impaired and those over sixty-five years of age10 are forced to wait in these lines, which can be difficult due to their impairment or age; and11 WHEREAS, the term "mobility impaired person" is defined in R.S. 47:463.4(E) and12 includes people with difficulties breathing or walking, heart conditions, and mobility13 impairments and individuals who are blind or have such a visual impairment that the14 assistance of another person or device is necessary to walk.15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby16 urge and request the Department of Public Safety and Corrections, by January 1, 2015, to17 create a Special Needs Express Lane for mobility impaired persons and persons over age18 sixty-five in parishes with a population in excess of eighty thousand persons.19 HLS 14RS-4266 ENGROSSED HCR NO. 141 Page 2 of 2 BE IT FURTHER RESOLVED that the Special Needs Express Lane be well marked,1 both inside and outside the designated office of motor vehicles offices and signage shall be2 posted outside the office entrance directing mobility impaired persons and persons over age3 sixty-five to proceed to the Special Needs Express Lane.4 BE IT FURTHER RESOLVED that the Department of Public Safety and Corrections5 require public license tag agents post signs notifying mobility impaired persons and senior6 citizens that they are entitled to priority service as well as signage that clearly informs all7 persons that they will be charged a convenience fee which is not to exceed eighteen dollars.8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the9 commissioner of the Department of Public Safety and Corrections, office of motor vehicles.10 DIGEST The digest printed below was prepared by House Legislative Services.
