HOUSE CONCURRENT RESOLUTI ON NO. 142
BY REPRESENTATIVE PYLANT
LAW ENFORCE/OFFICERS:  Directs the House Committee on the Administration of
Criminal Justice to study the feasibility of requiring part-time officers to complete
P.O.S.T. certification training
A CONCURRENT RESOLUTI ON1
To authorize and direct the House Committee on the Administration of Criminal Justice to2
study the feasibility of requiring part-time law enforcement officers to complete3
Peace Officer Standards and Training programs and to report the findings of the4
committee to the legislature prior to the convening of the 2015 Regular Session of5
the Legislature of Louisiana.6
WHEREAS, the Council on Peace Officer Standards and Training (P.O.S.T.) was7
established by Act No. 397 of the 1976 Regular Session of the Legislature to develop8
training standards for peace officers in the state of Louisiana; and9
WHEREAS, the Council was charged with the responsibility of establishing10
minimum curriculum requirements for the training of peace officers, accrediting law11
enforcement training centers, and otherwise providing for the training and education of12
peace officers; and13
WHEREAS, any person who begins employment as a peace officer is required to14
successfully complete a certified training program approved by the council; and15
WHEREAS, Louisiana law defines "peace officer" as including any full-time16
employee of the state, a municipality, a sheriff or other public agency, whose permanent17
duties include the making of arrests, performance of searches and seizures, execution of18
criminal warrants, and who is responsible for the prevention or detection of crime or for the19
enforcement of the penal, traffic, or highway laws of this state; and20 HLS 14RS-4317	ORIGINAL

WHEREAS, although the P.O.S.T. training requirements have applied to all full-time1
peace officers in Louisiana, the law does require part-time peace officers to participate in2
basic firearms training; and3
WHEREAS, it is a worthwhile study to determine if public safety will improve by4
requiring part-time peace officers to complete the certified training program required of full-5
time officers. 6
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby7
request the House Committee on the Administration of Criminal Justice to study the8
feasibility of requiring part-time peace officers to complete Peace Officer Standards and9
Training programs and to report the findings of the committee to the legislature prior to the10
convening of the 2015 Regular Session of the Legislature of Louisiana.11
