ANIMALS/HORSES:  Requests study to evaluate the need for laws and regulations relative
to the riding of horses on public roads

To urge and request the House Committee on Municipal, Parochial and Cultural Affairs, the2
Senate Committee on Local and Municipal Affairs, the House Committee on3
Transportation, Highways and Public Works, and the Senate Committee on4
Transportation, Highways and Public Works to meet and to function as a joint5
committee to study the need for laws and regulations relative to the riding of horses6
on public roads and at public events and to report the findings of the joint committee7
to the legislature prior to the convening of the 2015 Regular Session of the8
Legislature of Louisiana.9
WHEREAS, in recent years, there have been reports of instances in which the riding10
of horses on public roads and at public events has caused injuries to and damaged the11
property of citizens of the state of Louisiana; and12
WHEREAS, at present, Louisiana law confers on every person riding an animal or13
driving any animal-drawn vehicle certain rights; and14
WHEREAS, although present Louisiana law contains provisions limiting liability15
with respect to equine and farm animal activities, it does not provide regulations governing16
the recreational riding of horses on public roads with respect to such issues as licensing,17
notice to public, road closures, insurance, and police security; and18
WHEREAS, it is possible that the dearth of laws governing the riding of horses on19
public roads has created a situation which is dangerous to the safety and property of citizens20

WHEREAS, parish and municipal governments may need to consider ordinances and1
regulations with respect to the riding of horses on trail rides and at parades, festivals, and2
other public events; and3
WHEREAS, it might be necessary for parish and municipal governments, the4
Louisiana Department of Transportation and Development, and the Louisiana Department5
of Public Safety and Corrections to contemplate laws and regulations that pertain to the6
riding of horses on public roads and highways; and7
WHEREAS, in particular, laws and regulations that require horse riders on public8
roads to carry liability insurance may be required; and9
WHEREAS, there is a pressing need for an evaluation of local and state laws and10
regulations with respect to the riding of horses on public roads and at public events in the11
state of Louisiana.12
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby13
urge and request the House Committee on Municipal, Parochial and Cultural Affairs, the14
Senate Committee on Local and Municipal Affairs, the House Committee on Transportation,15
Highways and Public Works, and the Senate Committee on Transportation, Highways and16
Public Works to meet and function as a joint committee to study effective laws and17
regulations relative to the riding of horses on public roads and at public events and to report18
the findings of the joint committee to the legislature prior to the convening of the 201519
Regular Session of the Legislature of Louisiana.20
