HOUSE CONCURRENT RESOLUTI ON NO. 166
BY REPRESENTATIVE ST. GERMAIN
TRANSPORTATION:  Creates a task force to study transportation funding mechanisms
A CONCURRENT RESOLUTI ON1
To establish a task force to study and make recommendations relative to transportation2
funding mechanisms to be used in the state and to require such task force to make3
recommendations for guidelines for utilization of the transportation funding4
mechanisms.5
WHEREAS, Louisiana's infrastructure is poorly maintained, inadequately funded,6
and not designed to meet tomorrow's demands; and Louisiana lacks a long-term funding plan7
that adequately addresses current and future needs; and8
WHEREAS, Louisiana has the fourth largest bridge surface area in the United States9
with more than fifteen million square feet of bridge deck, yet it ranks in the bottom third of10
federal funding for bridge maintenance, repair, and replacement; and11
WHEREAS, with the Highway Trust Fund headed for insolvency due to declining12
vehicle miles traveled and more fuel-efficient vehicles, states are increasingly developing13
their own plans for raising additional transportation revenue; and14
WHEREAS, demand for transportation alternatives is growing and future dedicated15
federal funding is uncertain, and states need to continue to seek new partnerships and16
innovative funding and financing mechanisms to develop and maintain their transportation17
infrastructure.18
THEREFORE, BE IT RESOLVED that the House of Representatives of the19
Legislature of Louisiana does hereby establish the Transportation Funding Task Force to20
study all potential funding mechanisms, to determine the benefits and costs of each funding21 HLS 14RS-3026	ORIGINAL

mechanism, to compile a listing of the benefits and detriments when each funding1
mechanism is utilized, to determine guidelines or criteria for utilization of these funding2
mechanisms by the state and its political subdivisions, to determine an approval procedure3
applicable to the use of the funding mechanisms, and to report all such matters to the House4
Committee on Transportation, Highways and Public Works and the Senate Committee on5
Transportation, Highways and Public Works, including recommendations for legislation6
relative to the future use of the transportation funding mechanisms.7
BE IT FURTHER RESOLVED that the Transportation Funding Task Force shall8
comprise the following members:9
(1)  The president of the Senate or his designee.10
(2)  The speaker of the House of Representatives or his designee.11
(3) The chairman of the Senate Committee on Transportation, Highways and Public12
Works or his designee.13
(4) The chairman of the House Committee on Transportation, Highways and Public14
Works or his designee.15
(5) The secretary of the Department of Transportation and Development or his16
designee.17
(6)  A representative of Louisiana Good Roads & Transportation Association.18
(7)  A representative of Louisiana Associated General Contractors.19
(8) A representative to be appointed jointly by the American Society of Civil20
Engineers and the American Council of Engineering Companies.21
BE IT FURTHER RESOLVED that the members of this task force shall serve22
without compensation, except per diem or expenses reimbursement to which they may be23
individually entitled as members of the organizations they represent.24
BE IT FURTHER RESOLVED that the speaker of the House of Representatives or25
his designee shall act as chairman of the task force and the president of the Senate or his26
designee shall act as vice chairman.27
BE IT FURTHER RESOLVED that a majority of the total membership shall28
constitute a quorum of the task force and any official action by the task force shall require29
an affirmative vote of a majority of the quorum present and voting.30 HLS 14RS-3026	ORIGINAL

BE IT FURTHER RESOLVED that the names of the members chosen or designated1
as provided shall be submitted to the chairman of the task force not later than August 1,2
2014, and that the chairman shall thereafter call the first meeting of the task force not later3
than September 15, 2014.4
BE IT FURTHER RESOLVED that the task force shall meet as necessary and shall5
submit its report of findings and recommendations to the chairman of the House Committee6
on Transportation, Highways and Public Works and the chairman of the Senate Committee7
on Transportation, Highways and Public Works, not later than January 15, 2015.8
BE IT FURTHER RESOLVED that the task force shall terminate not later than9
March 31, 2015.10
BE IT FURTHER RESOLVED that copies of this Resolution shall be transmitted11
to the secretary of the Department of Transportation and Development, to the Louisiana12
Good Roads & Transportation Association, the Louisiana Associated General Contractors,13
the American Society of Civil Engineers, and the American Council of Engineering14
Companies.15

Establishes the Transportation Funding Task Force to study all issues and disputes related
to potential transportation funding mechanisms to be used by the state and political
subdivisions, to address such issues, to resolve disputes, to develop an approach to determine
the best use of transportation funding mechanisms, to determine when and how these
funding mechanisms should be used, to determine an approval procedure for the use of
transportation funding mechanisms, and to report all such matters to the House and Senate
committees on transportation, highways and public works not later than Jan. 15, 2015, and
to terminate not later than March 31, 2015.
The task force is comprised of:
(1)The president of the Senate or his designee.
(2)The speaker of the House or his designee.
(3)The chairman of the Senate Committee on Transportation, Highways and Public
Works or his designee.
(4)The chairman of the House Committee on  Transportation, Highways and Public

(5)The secretary of the Dept. of Transportation and Development.
(6)A representative of La. Good Roads & Transportation Association.
(7)A representative of La. Associated General Contractors.
(8)A representative to be appointed jointly by the American Society of Civil Engineers
and the American Council of Engineering Companies.
Specifies that the members of the task force serve without compensation, except for
reimbursement or per diem they are individually entitled to as members of the organization
they represent. Names the speaker of the House of Representatives or his designee as the
chairman and the president of the Senate or his designee as the vice chairman. Provides that
the names of the members shall be submitted to the chairman of the task force by Aug. 1,
2014, and that the chairman shall call the first meeting of the task force no later than Sept.
15, 2014.
