HLS 14RS-4160 ORIGINAL Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 187 BY REPRESENTATIVE PIERRE SCHOOLS/CHARTER: Requests that the State Board of Elementary and Secondary Education study issues relative to the transportation of students attending charter schools A CONCURRENT RESOLUTI ON1 To urge and request the State Board of Elementary and Secondary Education, in2 collaboration with the Louisiana Association of School Superintendents, the3 Louisiana School Boards Association, and the Louisiana Association of Public4 Charter Schools, to study and explore all options for providing free transportation to5 students attending charter schools and to submit a written report of its findings and6 recommendations to the House Committee on Education and the Senate Committee7 on Education.8 WHEREAS, though the number of charter schools in this state is increasing, many9 students who wish to take advantage of these types of learning venues are being denied this10 chance because of a lack of transportation; and11 WHEREAS, in some cases, students are not able to attend due to parents' job12 situations and having no means of transportation; and13 WHEREAS, many students who want to attend charter schools are from families who14 cannot afford the cost of transportation to these schools; and15 WHEREAS, in some areas of the state, students are being provided free16 transportation to charter schools; and17 WHEREAS, state law, R.S. 17:158, requires public school boards to provide free18 transportation to all students attending school in the parish who live more than one mile from19 school; and20 HLS 14RS-4160 ORIGINAL HCR NO. 187 Page 2 of 2 WHEREAS, charter schools in Louisiana are public schools and receive public funds1 to operate; and2 WHEREAS, it is the duty and responsibility of the state to provide a quality3 education for all of its children and to take all steps necessary to ensure that every student4 who wishes to attend a charter school is given ample opportunity to attend by developing5 innovative transportation solutions that provide options for students wishing to attend such6 schools.7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby8 urge and request the State Board of Elementary and Secondary Education, in collaboration9 with the Louisiana Association of School Superintendents, the Louisiana School Boards10 Association, and the Louisiana Association of Public Charter Schools, to study and explore11 all options for providing free transportation to students attending charter schools and to12 submit a written report of its findings and recommendations to the House Committee on13 Education and the Senate Committee on Education by not later than sixty days prior to the14 convening of the 2015 Regular Session of the Legislature of Louisiana.15 BE IT FURTHER RESOLVED that in conducting such study, the State Board of16 Elementary and Secondary Education shall consider including the costs of providing such17 transportation in the minimum foundation program formula proposed for the 2015-201618 school year.19 BE IT FURTHER RESOLVED that a copies of this Resolution be transmitted to the20 president of the State Board of Elementary and Secondary Education and the presiding21 officers of the Louisiana Association of School Superintendents, the Louisiana School22 Boards Association, and the Louisiana Association of Public Charter Schools.23 DIGEST The digest printed below was prepared by House Legislative Services.
