HOUSE CONCURRENT RESOLUTI ON NO. 191
BY REPRESENTATIVE ARNOLD AND SENATORS ADLEY, ALARIO, ALLAIN,
AMEDEE, APPEL, BROOME, BROWN, CHABERT, CLAI TOR, CORTEZ,
CROWE, DONAHUE, ERDEY, HEITMEIER, JOHNS, MILLS, MORRISH,

A CONCURRENT RESOLUTI ON
To commend Daniel J. Loar upon his retirement as executive director of the Louisiana
Conference of Catholic Bishops.
WHEREAS, the Legislature of Louisiana has learned of the imminent retirement of
Daniel J. Loar as executive director of the Louisiana Conference of Catholic Bishops, and
it is most fitting to commend him for his years of service in that capacity; and
WHEREAS, as executive director of the conference, a position he has held since
2002, Mr. Loar served as the chief lobbyist for the state's Roman Catholic Church and its
bishops; and
WHEREAS, in addition to his advocacy on behalf of the church's position on a wide
array of issues, Mr. Loar worked with the bishops to host annual legislative luncheons and
to institute regular celebrations of Mass at St. Joseph's Cathedral for legislators during the
legislative session; and
WHEREAS, over the last few years in particular, as the legislature has considered
a host of education policy issues with direct implications for nonpublic schools, Mr. Loar
has worked closely with diocesan school superintendents to coordinate and represent their
interests in debates over legislation and funding; and
WHEREAS, under Mr. Loar's leadership, a website was launched, legislative bill
handling was changed from paper service to digital service, an electronic mail advocacy
network of thousands of people was established, and files of the organization were archived

WHEREAS, democracy at its best provides an arena for many, diverse voices to be
heard and considered and works best when advocates for various points of view express their
positions in a manner that shows knowledge of the issues and respect for the democratic
process; Mr. Loar is an advocate who personifies those qualities, and thereby, he has served
a larger constituency than merely those whom he formally represents; and
WHEREAS, Daniel J. Loar merits a sincere expression of commendation for his
many years of highly effective service as the public policy liaison for the Roman Catholic
bishops of Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Daniel J. Loar upon his retirement as executive director of the Louisiana
Conference of Catholic Bishops and does hereby extend to him best wishes for continued
success and happiness in all of his future endeavors.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Mr. Daniel J. Loar.
