HLS 14RS-3146 ORIGINAL Page 1 of 3 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 205 BY REPRESENTATIVES THOMPSON, HENRY BURNS, CARMODY, AND REYNOLDS AND SENATORS ADLEY AND PEACOCK COMMENDATIONS: Commends Parkway High School's JROTC cyber team upon placing in the top one percent in the CyberPatriot VI National Finals A CONCURRENT RESOLUTI ON1 To commend and congratulate the JROTC cyber team of Parkway High School in Bossier2 City upon placing in the top one percent in the CyberPatriot VI National Finals.3 WHEREAS, the Air Force Association CyberPatriot National Youth Cyber4 Education Program was created by the Air Force Association to inspire high school students5 to seek careers in cyber security or other science, technology, engineering, and mathematics6 (STEM) disciplines critical to the nation's future; and7 WHEREAS, CyberPatriot began in 2009 as a proof of concept demonstration at the8 Air Force Association's Air Warfare Symposium in Orlando, Florida, where nine high school9 civil air patrol squadrons competed; and10 WHEREAS, the program has grown exponentially since 2009, with over one11 thousand five hundred teams from all fifty states, Canada, and Department of Defense12 Dependant schools overseas that registered for CyberPatriot VI; and13 WHEREAS, CyberPatriot VI was open to all high schools, middle schools, and14 accredited home school programs around the nation; and15 WHEREAS, the competition is made up of three different divisions including the16 open high school division, the all-service division, and the middle school division; and17 WHEREAS, the early rounds of the competition are done online during weekends18 via the Internet from teams' schools or other sponsoring organizations' facilities; and19 HLS 14RS-3146 ORIGINAL HCR NO. 205 Page 2 of 3 WHEREAS, prior to the round, teams download virtual image representations of1 operating systems with known flaws, or cybersecurity vulnerabilities and the team's2 assignment is to find the flaws while keeping specified computer functions working; and3 WHEREAS, team progress is recorded by a central CyberPatriot scoring system and4 the scores from qualification rounds are totaled to determine the semifinalists; and5 WHEREAS, the top scoring semifinal teams from each division are invited on an6 all-expenses paid trip to the in-person national finals competition; and7 WHEREAS, during national finals, teams compete against a live aggressor team in8 a series of cyber challenges including a network security master challenge, a digital forensics9 challenge, cyber crime scene challenges, and a cisco networking challenge; and10 WHEREAS, competition in a CyberPatriot National Finals is a challenging11 educational endeavor for both the coaches and the participants; and12 WHEREAS, for a team to obtain an elite ranking in a competition of one thousand13 five hundred teams composed of the brightest minds of their generation is a feat to be14 admired; and15 WHEREAS, a part of the all service division, Parkway High School's exceptional16 JROTC cyber team placed in the top one percent in the CyberPatriot VI National Finals; and17 WHEREAS, led by their coach, Master Sergeant Bob O'Brien, six members of18 Parkway High School's JROTC cyber team were among the top contenders in the19 CyberPatriot VI finals: Austin Carr, Chas Chapman, Josh Hardacre, John Metz, Brian20 Thiessen, and Team Captain Jasper Sinagra, all of whom have a field of specialty.21 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby22 commend and congratulate Parkway High School's JROTC cyber team for their outstanding23 achievement in the CyberPatriot VI National Finals and recognize their impressive and24 distinguished mastery of valuable cyber security and STEM disciplines critical to the25 nation's future.26 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted27 to Parkway High School's JROTC.28 HLS 14RS-3146 ORIGINAL HCR NO. 205 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
