HOUSE CONCURRENT RESOLUTI ON NO. 208
BY REPRESENTATIVE SCHRODER
HUMAN SERVICES/OFFICE: Urges and requests the Department of Health and Hospitals
to develop a formula that demonstrates an equitable funding distribution for the
human service districts and authorities
A CONCURRENT RESOLUTI ON1
To urge and request the Department of Health and Hospitals to develop a formula that2
demonstrates an equitable funding distribution for the human service districts and3
authorities and report on the formula to the Legislature of Louisiana no later than4
January 1, 2015.5
WHEREAS, human service districts and authorities are local governmental entities6
governed by a local board of directors that provide local access to certain programs and7
services, including behavioral health services and services for individuals with8
developmental disabilities; and9
WHEREAS, there are currently ten human service districts and authorities created10
in law; and11
WHEREAS, each parish in Louisiana is now represented by one of the ten human12
service districts and authorities; and13
WHEREAS, the populations served vary among the human service districts and14
authorities; and15
WHEREAS, the services and programs available in each region of the state vary16
among the human service districts and authorities; and17
WHEREAS, each human service district and authority receives funding from various18
sources, including line item amendments in the General Appropriation Bill that has resulted19
in additional funding to certain districts and authorities over the years; and 20 HLS 14RS-2596	ORIGINAL

WHEREAS, the recommended budgets for each human service district and authority1
in the Fiscal Year 2014-2015 Executive Budget range from $12 million to $29 million; and2
WHEREAS, allocation of grants and funding for specific services to each human3
service district and authority varies, for example, allocation of a substance abuse block grant4
ranges from $509,000 to $3.8 million.5
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby6
urge and request the Department of Health and Hospitals to develop a formula that7
demonstrates an equitable funding distribution for the human service districts and8
authorities.9
BE IT FURTHER RESOLVED that the Department of Health and Hospitals should10
report on the formula to fund human service districts and authorities to the Legislature of11
Louisiana no later than January 1, 2015.12
BE IT FURTHER RESOLVED that such report shall include comment from each13
human service district and authority regarding the formula, an explanation of the variables14
selected, and a process for review and revision of the formula every two years.15
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the16
secretary of the Department of Health and Hospitals.17
