ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 208 BY REPRESENTATIVE SCHRODER A CONCURRENT RESOLUTI ON To urge and request the Department of Health and Hospitals to develop a formula that demonstrates an equitable funding distribution for the human service districts and authorities and report on the formula to the Legislature of Louisiana no later than January 1, 2015. WHEREAS, human service districts and authorities are local governmental entities governed by a local board of directors that provide local access to certain programs and services, including behavioral health services and services for individuals with developmental disabilities; and WHEREAS, there are currently ten human service districts and authorities created in law; and WHEREAS, each parish in Louisiana is now represented by one of the ten human service districts and authorities; and WHEREAS, the populations served vary among the human service districts and authorities; and WHEREAS, the services and programs available in each region of the state vary among the human service districts and authorities; and WHEREAS, each human service district and authority receives funding from various sources, including line item amendments in the General Appropriation Bill that has resulted in additional funding to certain districts and authorities over the years; and WHEREAS, the recommended budgets for each human service district and authority in the Fiscal Year 2014-2015 Executive Budget range from $12 million to $29 million; and WHEREAS, allocation of grants and funding for specific services to each human service district and authority varies, for example, allocation of a substance abuse block grant ranges from $509,000 to $3.8 million. ENROLLEDHCR NO. 208 Page 2 of 2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Health and Hospitals to develop a formula that demonstrates an equitable funding distribution for the human service districts and authorities. BE IT FURTHER RESOLVED that the Department of Health and Hospitals should report on the formula to fund human service districts and authorities to the Legislature of Louisiana no later than January 1, 2015. BE IT FURTHER RESOLVED that such report shall include comment from each human service district and authority regarding the formula, an explanation of the variables selected, and a process for review and revision of the formula every two years.
