a special band of brothers and sisters who are alone in their knowledge and understanding
of the time, the effort, the concerns, and the sacrifices that constitute the true nature of
legislative office; and
WHEREAS, legislators who have served in prior terms of office have been
responsible for maintaining and enhancing the effectiveness of the legislative process over
the years, for assuring the fairness, efficiency, and openness of the process, and they have

expertise to bear on the formation of public policy; and
WHEREAS, the predecessors of today's representatives and senators have willingly
shared their wisdom and knowledge with newly elected members, becoming their mentors,
colleagues, and friends, and many of these men and women have gone on to continue serving
the public in other capacities; and
WHEREAS, it is appropriate for legislators serving today to establish a forum to
compare notes with former legislators about their common experience in a spirit of
camaraderie and fellowship and to profit by the wise counsel of those who in earlier years
walked the halls of this capitol, debated in committees, and struggled with the same kinds
of decisions legislators face today; and ENROLLEDHCR NO. 219

people like these men and women who have dedicated their time, energy, knowledge, and
experience as lawmakers and public servants.
