HOUSE CONCURRENT RESOLUTI ON NO. 27
BY REPRESENTATIVES NANCY LANDRY, CHAMPAGNE, AND HENSGENS AND
SENATOR PERRY
A CONCURRENT RESOLUTI ON
To commend Barbara Landry Picard for her many years of dedicated and distinguished
public service to the village of Maurice and Vermilion Parish.
WHEREAS, the heart of Barbara Picard has always been filled with loyalty, duty,
and service toward her friends and neighbors in her small community of the village of
Maurice; and
WHEREAS, after being appointed on December 10, 1975, by the mayor and board
of aldermen of the village of Maurice to fill a vacancy on the board, Barbara Picard
determined that the best way to serve her community was in political office; she campaigned
for and was elected to the office of alderman in the village of Maurice on March 12, 1976,
becoming the first woman elected as an alderman in Maurice; and
WHEREAS, her service as an alderman prompted her to seek a higher office from
which she could do more for her constituents; her successful campaign for the office of
mayor led to her election in May 1982, the first woman to be elected to the position in the
village of Maurice; and
WHEREAS, Barbara Picard governed the village of Maurice so well that she was
elected to five successive terms; in all, she served from 1982 to 2006, completing twenty-
four years as mayor; and
WHEREAS, the leadership qualities and skills in governance displayed by Barbara
Picard have been an inspiration to aspiring leaders in Vermilion Parish, and it is appropriate
to herald her many years of public service.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Barbara Landry Picard for her years of service to the village of Maurice and ENROLLEDHCR NO. 27

Vermilion Parish and does hereby express its collective thanks to Ms. Picard for the positive
imprint her career in politics has made upon the fabric of Louisiana.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Barbara Landry Picard.
