HLS 14RS-2565 ORIGINAL Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 69 BY REPRESENTATIVES LORUSSO, BARROW, ARMES, ARNOLD, HENRY BURNS, COX, CROMER, EDWARDS, FOIL, GAINES, GISCLAIR, HAZEL, HENRY, TERRY LANDRY, SCHRODER, AND THOMPSON CONGRESS: Memorializes congress to support H.R. 3930 which seeks to create the National Commission on the Structure of the Army A CONCURRENT RESOLUTI ON1 To memorialize the United States Congress to take such actions as are necessary to review2 and support legislation introduced as H.R. 3930, which would, if enacted, establish3 the National Commission on the Structure of the Army.4 WHEREAS, H.R. 3930 was introduced on January 27, 2014, and seeks to establish5 the National Commission on the Structure of the Army to undertake a comprehensive study6 of the structure of the Army; and7 WHEREAS, the focus of this study is to determine two factors, which include the8 proper force mixture of the active component and reserve component, and how the structure9 should be modified to best fulfill mission requirements in a manner that is consistent with10 available resources; and11 WHEREAS, H.R. 3930 also directs the commission to give careful consideration in12 evaluating a structure that meets current and anticipated requirements of combat commands,13 achieves a cost-efficient balance between the regular and reserve components with particular14 focus on fully burdened and lifestyle costs of Army personnel, and ensures that the regular15 and reserve components possess the capacity needed to support homeland defense and16 disaster assistance missions in the United States; and17 WHEREAS, H.R. 3930 further provides for sufficient numbers of regular members18 of the Army to provide a base of trained personnel from which the personnel of the reserve19 components could be recruited; maintains a peacetime rotation force to support operational20 HLS 14RS-2565 ORIGINAL HCR NO. 69 Page 2 of 2 tempo goals of a ratio of one to two for regular members and a ratio of one to five for1 members of the reserve components; and further maximizes and appropriately balances2 affordability, efficiency, effectiveness, capability, and readiness; and3 WHEREAS, H.R. 3930 further prohibits the use of any funds made available for the4 2015 Fiscal Year for the Army to divest, retire, or transfer any aircraft of Army assigned5 units of the Army National Guard as of January 15, 2014, or to reduce personnel below the6 authorized end strength levels of three hundred fifty thousand members of the Army7 National Guard as of September 30, 2014. 8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby9 memorialize the United States Congress to review and support H.R. 3930, which would, if10 enacted, be known as the National Commission on the Structure of the Army Act of 2014.11 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted12 to the presiding officers of the Senate and the House of Representatives of the Congress of13 the United States of America and to each member of the Louisiana congressional delegation.14 DIGEST The digest printed below was prepared by House Legislative Services.
